CSEA’s unit  7400 officers are democratically elected every four years by our union members to lead our union forward. Their current term runs from date to date. Meet them here!


President Holly Roth

I have been with the Monroe County Sheriff's Office (MCSO) now for 35 years.  I started as a Deputy Sheriff Trainee for two (2) years and then was hired in my current position as a Sr. Data Entry Operator.  My title was changed to Software Specialist, I am the Information Technology employee of the MCSO. I have been in CSEA for over 30 years.  I have held many positions within CSEA starting with steward, 1st VP, Secretary, Section President for the Sheriff's and now President of Unit 7400.  I am also a delegate for our CSEA Local 828.

 

I actively work together with our members to make sure they are being represented fairly and fight for their rights.  I've been on the negotiation team making sure we get fair contracts.  


1st Vice President Kevin Carey

I am headed into my 14th year at Monroe Community Hospital (MCH) located on East Henrietta Road near Costco and REI.  I started with the County as a nurse and later became a nurse clerk.  I have been section President for MCH, 3rd VP, 2nd VP and now 1st VP of Unit 7400. I am a delegate for our CSEA Local 828 and a delegate to the Rochester Labor Council.

 

I joined the union because without the union all of those benefits you receive would not exist (i.e., 13 holidays, health insurance, overtime being fair and equitable, etc.).  If you aren't a member of a union, prepare to pay!


2nd Vice President Edward Engle

 

I am a Senior Probation Officer employed with Monroe County Probation. I have worked in the Probation field for over 15 years, starting in Genesee County in 2008 and subsequently transferring to Monroe County in 2011.  

 

I have been a member of CSEA since 2008 and became an active steward in 2017 completing Steward, Grievance, and Discipline/Interrogation certifications in 2018. I’ve been the Probation Section President since 2019 and recently voted into the 2nd Vice President role within our unit.  I’ve worked on our 2021 Contract Negotiation Team and have represented many members during disciplinary and grievance matters.

 


Secretary Dylan Crary

 

I've worked at the Monroe County Parks Department full-time for 13 years.  Before becoming full-time, I worked as a seasonal Laborer for the Parks Department.  I have held the titles of Heavy Laborer, Grounds Equipment Operator, Working Foreman and Parks Supervisor in my 13 years of service.

 

As a member of CSEA, I've become a steward for my department which lead me to become the Blue Collar Section President for a short time until I took over as Unit 7400 Secretary.


Treasurer Susan Perkins

 

I've been with Monroe County for 21 years this July. I work at the Department of Motor Vehicle (DMV). I am Section President for the Clerk's Office/DMV and Treasurer for Unit 7400. I was the previous secretary for local 828 which we are a unit of and consists of 21 units.  I am looking forward to getting back to negotiations again....


Section Representative for Sheriff's Joseph Recchia

 

My name is Joseph Recchia. I currently work at the Monroe County Sheriff’s Fleet as an Auto Mechanic / Auto Body Technician. I am a graduate of New Covenant Christian School. I also have a degree from Ohio Diesel Technical Institute in auto and diesel repair. I am presently the section representative of the Monroe County Sheriff’s Office, to uphold the needs and concerns of each individual person.  I've been the Section representative now for six (6) years.


Section Representative for MCH Elvin Ramos

My name is Elvin Ramos.  I started in government in 1996. I worked with the City of Rochester for the department of D.E.S  as a Heavy Equipment  Operator. I also held a Union Steward position for the AFSCME union.  I came over to MCH in 2017 as a Grounds Worker. I was promoted within the year as a Maintenance  Mechanic II in 2018. In 2018/19  I was promoted  again to the Department of Aviation as an Operations  worker. In 2022 I was promoted to Foreman for Grounds of MCH.

While working with the County I've held the position of union Steward for our union as well as Section representative of the Blue Collar employees.

In 2021, I fought for the employees of Aviation to get them a group and title change that finally was finalized in 2022.

My goal is to fight hard for the men and women of Monroe County and to make it a desirable place to be employed.


Section Representative for Probation Taylor Hake

 

I’m Taylor Hake! I’ve been with Monroe County since March 2018. I became interested in joining the union in 2019 when I started to participate in our monthly meetings and learn a little bit about what our union does for Probation. I completed my Steward Training in February 2023, Representing Individuals in Discipline and Interrogations in February 2023, and Grievances in August 2023. I became our Probation Section Secretary in July 2023 and most recently stepped up as the Probation Section Representative in December 2023.
